What Are the Biggest Concerns for People Living Near Data Centers?

As projects move closer to residential and rural communities, opposition has increasingly focused on practical questions rather than technology itself: How much water will the facility use? Will electricity bills rise? How loud will it be at night? Who pays for new infrastructure? And how many permanent jobs will actually remain once construction is finished?

Those concerns are showing up both in national surveys and in local zoning fights across the United States.

1. Water Use Has Become One of the Most Visible Concerns

Key Point: Residents are particularly sensitive to data-center water consumption when projects are proposed in drought-prone areas or communities dependent on limited groundwater supplies.

Cooling high-powered servers generates enormous amounts of heat. Some data centers use cooling designs that consume relatively little water, while others rely more heavily on evaporative cooling and require regular water replenishment.

That difference is important because two facilities of similar size can have very different local water footprints.

An Ipsos Consumer Tracker released in September 2026 found that 69% of Americans were concerned about the growth of AI data-center construction. Among those expressing concern, 50% identified strain on local water supplies as a major worry, making it the leading concern in that survey.

Water becomes especially controversial when developers seek access to municipal supplies or groundwater in places already dealing with drought, agricultural demand, population growth, or declining aquifers.

Residents often want more than an annual companywide sustainability report. They want to know how much water the specific facility near them will use, where that water will come from, whether consumption will increase during hot weather, and what happens during drought restrictions.


2. Electricity Demand Raises Questions About Grid Reliability and Bills

Key Point: Communities worry that enormous new electricity loads could require expensive power plants, transmission lines, substations, and grid upgrades.

Electricity demand is probably the issue that has pushed data centers most directly into mainstream energy policy.

Lawrence Berkeley National Laboratory's 2026 update estimates that data centers could account for about 11.8% of total U.S. electricity consumption by 2030 under its central estimate, with scenarios ranging from 9.5% to 15.3%.

Those are national numbers, but the local effect can be much more concentrated. A large campus can represent hundreds of megawatts of new demand in a single utility territory.

In the September 2026 Ipsos survey, 41% of concerned respondents cited strain on the electrical grid, while 35% cited the possibility of higher residential utility bills.

Residents frequently ask whether a utility will need new generation, transmission lines, or substations to serve the project and, more importantly, whether ordinary customers will help pay for those investments.

That cost-allocation question has become central to regulatory debates in states experiencing rapid data-center expansion.


3. Constant Noise Can Turn an Industrial Project Into a Neighborhood Problem

Noise is one of the most immediate concerns for people who actually live close to operating facilities.

The Environmental and Energy Study Institute reported in 2026 that communities have complained about sounds from cooling systems, fans, and diesel generators that can be heard beyond facility boundaries.

The problem is not necessarily one dramatic burst of noise. For neighboring homeowners, a relatively steady mechanical sound at night can become more intrusive precisely because it never disappears.

Local governments have responded with measures such as setbacks, pre- and post-construction acoustic studies, sound limits, and additional zoning requirements. A 2026 Federation of American Scientists review of local government actions identified noise as one of the three most consistent community concerns, alongside water consumption and residential utility rates.


4. Diesel Generators and Air Pollution Raise Public-Health Questions

For nearby residents, that creates questions about nitrogen oxides, particulate pollution, generator testing schedules, cumulative emissions, and the effects of clustering many facilities in one area.

The concern becomes more complicated when multiple data centers are located close together. A single facility might satisfy individual permitting requirements while residents experience the combined impact of generators, traffic, transmission equipment, and other industrial infrastructure from an entire cluster.

This is why some local debates have shifted from simply asking whether a data center meets technical requirements to asking about the cumulative environmental burden on the surrounding community.


5. Residents Question Land Use, Property Values, Tax Breaks, and Permanent Jobs

Recent polling suggests Americans are paying closer attention. Pew's 2026 survey found that people who had heard more about data centers were substantially more likely to view their effects on home energy costs, the environment, and nearby quality of life negatively.

The fight over data-center development is therefore becoming less about whether society needs digital infrastructure and more about the conditions under which communities are willing to host it.
